Team Carson

Team Carson is focused on the information technology universe, providing technical expertise for managing data, designing – building – implementing systems, creating secure applications and securing technology environments, performing analysis to support strategic planning and decision-making, and helping organizations to create strong processes to support their missions through the effective use of technology.

SeaPort-e categorizes work into 22 functional service areas. The following chart shows our team capabilities in relation to the functional areas in which we provide expert services:

We are pleased to offer the U.S. Navy, and all customers accessing the SeaPort-e contract vehicle, the best in information technology services. We are approved to conduct business in Zones 2, 3 and 5.

Our team consists of prime contractor Richard S. Carson & Associates, Inc. (Carson Inc.), and subcontractors ACES Group LLC; KAPAX Solutions LLC; Delta Decisions LLC; and Data Computer Corporation of America (DCCA).

Our Team represents a diverse set of skills, supported by well-developed infrastructures utilizing advanced methodologies to support our work. We adhere to PMBOK, ITIL and Agile best practices and have team members that are CMMI Level 3 assessed with various ISO certifications.

Team Member Profiles

Delta Decisions of DC (a woman-owned 8(a) small business) provides data analytics services. Analytics is simply the analysis of data; the accuracy of the analysis depends on the quality of the data. Delta Decision consultants work with organizations to understand the data they have and assist business leaders to develop processes and procedures to collect and analyze data in real time. Analytical services are applied to strategic planning, business process reengineering, modeling and simulation, and the development and use of performance metrics.

Data Computer Corporation of America (DCCA – Veteran owned) provides technology and engineering services that use deep domain knowledge to solve problems of national interest. Their professionals serve as committed business partners with customers and work diligently to solve today’s problems while exploring technology to resolve tomorrow’s issues. Services include systems modernization, testing, cybersecurity, data engineering and web services.

ACES Group (a SDVOSB) provides expert IT professionals that help organizations align their processes, optimize how they function, automate how they execute, and measure how they perform. Services are focused on strategic alignment of processes to the mission and needs of the business, the application of Lean principles to organizational process optimization, business process automation, content management, collaboration and business intelligence. ACES specializes in the utilization of the Microsoft stack and Adobe tools to support its work.

KAPAX Solutions (a woman-owned 8(a) small business) applies agile and lean management methodologies to customer operations while using analytical conceptual thinking paired with innovative approaches. Their specialists translate strategies into action by developing and executing plans to optimize performance. Service areas include process improvement, program and project management, system engineering and integration, and customer experience management.

Team Carson Quality Assurance Program

Carson maintains a corporate ISO 9001:2008 compliant QMS. The figure below outlines our quality assurance process, which is administered on a corporate wide basis. Quality planning begins when we first receive and begin to plan our response to a Task Order.


The scope assessment and requirements review (which we perform as part of our 5-step Task Order response process) includes a review of quality requirements, as part of the Stage 1 Plan in the QMS. “Out-Reach” is also reflected in the earliest stages of our process as our Director of Quality Assurance (QA) works with our PM in developing and implementing a QC Plan that includes a continuous monitoring process for both TO response and all subsequent activities. Our QMS includes internal quality audits, project reviews, customer surveys, and mandatory corrective action reports (CARs) if deficiencies are noted. Our PM and QA Director schedule project reviews, focusing on performance against metrics included in the TO project file at start-up.
