U.S. Army Corps of Engineers Contract Award
Richard S. Carson & Associates, Inc., as a subcontractor to ISCI, has been awarded the U.S. Army Corps of Engineers (USACE) A-76 Quality Assurance Management IV&V contract. The scope of this project includes the development a comprehensive Quality Assurance (QA) program related to the oversight of information management/information technology (IM/IT) service providers throughout the U.S. and overseas.
The scope of this work includes the completion of a quality assurance surveillance plan (QASP); development and execution of a configuration management (CM) program affecting program products and deliverables; development of inspection and survey templates; execution of site inspections, telephone interviews and on-line customer surveys; and the development of a quality management system (QMS) to collect metrics at predefined intervals related to service provider activities, and providing analysis and reporting capabilities to QA team members and USACE leadership.
For this effort, Carson Associates leads the requirements analysis phase of the life cycle to identify core information management/information technology goals and objectives, and to develop key performance metrics and standards associated with each service provider. This effort includes planning and facilitating workshops to identify the leadership’s perspective on QA requirements. Additionally, this effort includes the review of numerous documents to ensure service provider compliance with all applicable government, Department of Defense, and USACE policies.
Carson Associates’ staff performs the role of technical leader to plan, direct, and manage all technical aspects of the project.
The capabilities provided by this QA program enable the USACE CIO’s office to consolidate IM/IT services into a comprehensive, cost-effective capability, and ensure that these activities are aligned with the defined objectives of the IM/IT function.
